भि एल ई अनसन का दूसरा दिन.
भि एल ई का अनिश्चित कालीन धरना.
कई दिनों की तैयारियों के बाद भि एल ई अनसन पर बैठ गये है। सबसे पहले मुजफ्फरपुर के एक भि एल ई एवं मुजफ्फरपुर भि एल ई संगठन के कोषाअध्य नन्हे जी के निधन पर शोक सभा का आयोजन किया गया। इस मौके पर उनके भाई श्री नविन कुमार सिन्हा, और गुड्डू जी मौजूद थे। अब बक्त है की बिहार के सारे भि एल उनलोगों का जैसे सहयोग हो सके वो करे। ये लराई किसी एक भि एल ई के हित के लिए नहीं है। इअमे बिहार के तमाम भि एल ई का हित होना है। आई के सुधाकर जी एवं शक्तिनाथ जी समेत कई भि एल ई अनसन पर बैठे हुए है। ये अनसन लम्बी भि चल सकती है। अतः आप सभी भि एल ई बंधू से अनुरोध है की इसे सफल बनाये।

जेपी गोलंबर पर जुलूस नीकाल नारेबाजी करते वसुधा केंद्र संचालक संघ के युवक।
बिगत चार वर्षो से भी एल ई के साथ जों हो रहा है यह सायद मानवता की सारी हदों को पर कर जाने वाला कस्ट है।मै जानना चाहता हूँ की क्या हमने इसी लिए वसुधा केंद्र की अस्थापना किया था? बिगत कुछ वर्षो में हमलोगों ने हर एक छोटे अधिकारियो से लेकर माननीय मुख्यमंत्री तक से अपनी फरियाद सुनाई पर भी एल ई की बात सुनने वाला कोई भी नहीं है. हमारे घर में जब कोई समस्या आती है तो घर के मुखिया को हम अपनी समस्या बताते है. इसी तरह भी एल ई ने माननीय मुख्यमंत्री नितीश कुमार जी को भी समस्यायों से अवगत करवाया पर बार बार अस्वाशन के सिवा कुछ भी नहीं मिला. क्या कारन है की पंचायत स्तरकी बाकि अन्य योजनाओ पर नितीश सरकारनजर है और वसुधा केन्द्रों परनहीं. वसुधा केंद्र बिहार में सुशाशनलाएगी पर सुशाशन की सरकार ऐसा क्यों नहीं चाहती है? १४ अक्टूबर को जे पी गोलंबर पर किया गया धरना और अक्रोसित भी एल ई का प्रदर्सन देखने के बाद यही लगता है.की भी एल ई अब और बर्दास्त नहीं कर पाएगा. यह धरना सांकेतिक धरना है. अगर भी एल ई के मांगो को नहीं माना गया तो १४ नवम्बर को हजारो की संख्या में भी एल ई पटना पहुँच कर सरकार
से यही सवाल पूछेगी तब जा कर सायद सुसाशन सरकार की नींद खुल पाएगी

Under the Scheme, connectivity has been provided to 67,883 CSCs by April 2011. Department of Information Technology (DIT) has also developed an Online Monitoring Tool for monitoring the uptime of the CSCs.
The roll out is found to be a bit slow in the difficult and naxal affected areas where setting up of CSCs is quite challenging, the statement said.
The roll out of CSCs has in some cases been delayed on account of delay in selection of new Service Centre Agencies (SCA's) in Uttar Pradesh, Haryana,
However, in order to ensure availability of connectivity to all CSCs, DIT is supporting BSNL to provide Wireline and WiMax based broadband connectivity to all 100,000 CSCs.
So far around 40,000 CSCs have had connectivity through BSNL. In the North East and difficult areas, DIT is providing VSAT based connectivity with the help of NIC. Envisaged to deliver web-enabled anytime, anywhere access to information and services across the country, these CSCs will cover six lakh villages in the country.
The project is being implemented on a Public Private Partnership (PPP) model with a three tier implementation framework, in which the State Designated Agency (SDA) enters into a Master Service Agreement (MSA) with the Service Centre Agency (SCA) which appoints the Village Level Entrepreneurs (VLEs) to operate the CSCs. The CSC project is being implemented at a cost of Rs 1,649 crore with a substantial investment from the private sector.

World Bank Approves $ 150 Million Loan for NeGP
India has inked a loan agreement with World Bank for 150 million dollars for the 'e-Delivery of Public Services Development Policy Loan' under the National e-Governance Plan (NeGP), a flagship e-governance initiative of the Indian government at transforming the service delivery system across the country. The signatories to the Agreement were Mr Venu Rajamony, Joint Secretary (MI), on behalf of the Indian government and Mr Roberto Zagha, Country Director, World Bank, India. The loan will support NeGP's countrywide plans of increasing online services for citizens in their locality to improve the quality of basic governance in areas of concern to the common man, an official statement said here. With a vision to make all government services accessible to the common man in his locality, through economical, transparent, efficient and reliable common service delivery outlets, the NeGP has identified various key components including Common Core and Support Infrastructure and Mission Mode Projects to be implemented at the Central, State and Local Government levels. These will help in providing efficient and cost-effective online services including birth and death registration, tax filing, land records, driver's licenses and vehicle registration, passports and visas, agricultural extension services, and a wide range of municipal and panchayat (local government) level services. It will also enable e-services for a number of critical services to be provided by the private sector like banking, insurance, and trade. While the World Bank loan will not target specific services per se, it will support the various policies and institutional actions of the Indian government in accessing more services online as well as in increasing its outreach to the common man. "This loan will support critical policy measures within Government's overall e-Governance reform agenda leading to more robust implementation of NeGP with significant social benefits for the population and positive impact on the poor," said Shankar Aggarwal, Additional Secretary, Department of Information Technology. Mr Venu Rajamony, Joint Secretary, Department of Economic Affairs, said, "The NeGP has plans to significantly widen citizen access to e-services. We are certain that, this loan from the World Bank will support NeGP in its efforts to ensure efficient, cost effective, accessible and transparent delivery of public services across the country." |

Information Communication Technology can play big role in effective governance and impressive delivery of public services. A number of initiatives in this regard have been taken by the Government. National e- Governance Plan (NeGP) and UID Project (Adhar) have the potential to change the way we feel and interact with the government. Draft e-Services Bill Open for Citizen Feedback.

The Union ministry of information technology recently released a draft of the Electronic Service Delivery Bill, 2011 on its website, inviting public opinion on it by May 4.
The draft bill says delivery of all public services, like issuing of forms and applications, licences, permits, certificates, sanctions or approval and receipt or payment of money, must be made available online. It requires the public authorities to disclose the services which will be delivered online within six months of the bill being passed by Parliament.
The proposed law envisages setting up of an electronic service delivery commissions both at the Centre and in all states to monitor the effective implementation of the system.
The commissions can take up complaints from the public against the authorities who give any false or misleading information and fail to comply with the provisions of the bill. The commissions can impose a penalty of up to Rs 5,000 on the department head or any subordinate concerned for non-compliance of the law.
The bill also wants the state and the central commissions to submit reports to the legislature every year on the working of the system. The report should, among other things, include the total number of online service requests made available and complaints received under the grievance redressal mechanisms.
Bihar to Launch a Slew of Online Services Soon
" Rural Development Minister Nitish Mishra said. Mishra after review of the development schemes undertaken by the department said that the people would not have to go to the block office every time for certificates.
The scheme christened as 'kahin bhi kabhi bhi sevayen' would be launched soon. "The department is moving methodically before launching the scheme aimed at mitigating the problems of the common masses," the Minister said. The Minister said that he recently met IT Minister Shahid Ali Khan to discuss the IT support required to his Department for the purpose.The meeting assumes significance as the functioning of the 2 MBPS lines, through which the block offices are connected, are not up to the mark. 19 April 2011

मै इस ब्लॉग के माध्यम से आपको सिर्फ ये कहना चाहता हूँ की पंचायत चुनाव में बिभिन्य प्रकार की जरूरते होती है। जिसे आप लोग पूरा करके आमदनी प्राप्ति कर सकते है। आप ये हमेसा ध्यान रखे की आप एक उद्धमी है न की आप सरकारी सेवक। आप की आमदानी और आप सिमित नहीं है। आप जितना मेहनत करेंगे आप की आमदानी उतनी ही ज्यादा होगी। हाँ ये भी सच है की हमने जिस उम्मीदों से वसुधा लिया था, वो सर्कार के उदासीनता के कारन हमें आज तक नहीं मिला। पर सच कहू तो दोस्तों इसमें हमारी भी गलती है , आज बिहार में तिन हजार से ज्यादा VLE है पर उन्हें वसुधा से मतलब ही नहीं है। दोस्तों अगर आज तिन हजार लोग पटना में सड़क पर उतर जाये तो सरकार क्या पूरा प्रसाशन सिर्फ वसुधा के लिए ही कम करने पर विवश हो जायेगा। दोस्तों आज एक मेट्रिक पास को पांच हजार और हम दो लाख लगाने के बाद भी बेरोजगार है। उनको पांच हजार इस लिए मिलता है की वो संगठित है। और हमें हमारी कमजोरियों की बजह से ही हमें कुछ नहीं मिल raha है।
